When militant GalDrifts like the Free Gore movement, resorted to terrorist attacks, theAssembly enacted Resolution 45 of 4998, allowing Law Enforcement Agencies and private security providers to reduce the Gal Drift problem.
Officially it was supposed to round up GalDrifts, and take them to Free SpacePorts if they did not want to participate in a Citizenship program.
The Resolution however escalated into Corporate sponsored Cleansing teams secretly conducted a bloody purging of GalDrift communities and even cost the lives of Union Travelers (Cosmos). Resolution 45 was reversed in 5008 but 10 years of heavy handed Anti GalDrift actions hardened the resolve of the militant drifts and helped in increasing their numbers.
