The bowl shaped structure on Planet Harmony used for more than 20,000 years as a meeting place of the First Galactic CouncilThe Hall is formed like a bowl and offers seats for about 40,000 beings. Seats were not assigned but simply taken by whatever number delegates a civilizations wanted to send. The Hall was not really used after the Union was formed at its floor on 2220. The Hall was blown up by Nogoll in 5021[2]
