The decision to arm the LDPs was a controversial one, but an Assembly vote (Against the recommendation of theScience Council ) The Argument for armament
The LDPs are expensive and if they meet a hostile entity they should be able to "escape" with the information gathered.
Releasing self replicating probes however has not been authorized.
