Old Terran Time
While there is an "official Union time keeping standard". Most Human Terran colonists keep OTT, regardless of their local time. This is mostly due to the so called Body clock that even after thousands of years on other worlds still seem to be the most comfortable to Terran Humans. Most recent scholastic and archeology evidence suggests that Saresii, Sarans (Pan Sarans) and even the Ult are originally from Earth or related to Earth Life forms and they all are most comfortable with a 24 hr day, a 30 day month and 12 hour day/night periods (On a average) As the United Stars were founded it was decided to give Terrans the most control over what forms the Military should take. No one argued that the Terrans were the most aggressive and most soldier/military oriented society. Thus Ship board time is also kept using OTT.
Only recently with the addition of so many non humanoid species who have no relation to Earth or "Human time keeping" the Union Standard Time Keeping system is used by the Assembly (The Fleet however keeps OTT and it will do so in the foreseeable future) Watch divisions, Ship board traditions and a myriad of other duty related activities are based on OTT. The common condense is, why fix something that isn't broken . It also has become Fleet Tradition.
The OTT Year is counted from the Year 0 on Earth and the birth of a religious leader. While the significance of that even has faded, the years are still counted that way (OTT)
