The Judge and the realm of the Judge are the lowest realm of the Netherworlds and often referred to as the Darkest Pits . It was the realm of the CRON entity (Entity Class III ) Death . 
However, END , Death , UMBRA , STRUCTO , CHRONO and ETERNITY have merged into the Class II entity of the Dark One and thus the seventh realm is also considered to be the realm of the Dark One. 

Legends and Coven scholars believe it is the truest aspect of Hell this side of the Omni Verse veil. It is here were slain netherworld denizens end up, where terrible punishment is dished out without end as Eternity is an aspect of this plane.

NOTE

The realm of the Judge developed of the Abode of the Dark One , where he was attacked.
The One Behind it All rewarded the Dark One with this realm. It is the realm where the Essence of the Dark One resided until he could resurrect as Eric in the Prime Universe . The Judge is an aspect of the Dark One.
