The Dyson Sphere project around Arsenal never got beyond the plaming stages and was officially abandoned in 5050.
With the fall of the Kermac and the GC , the Arsenal System lost some of its importance and the need to increase security with a tight cocoon of Satellites was deemed not neccessary,
Most of the benefits of a Dyson sphere , he complete energy harvest of a sun was also no longer needed as the Wurgus introduced Solar eneegy syphon technoloy for projects that need tremendous sources of energy.
The Ross Torus now completed remains the largest artifical construct and a second Torus is planned for Andromeda.

So to answer your question the project to surround the Arsenal System with a Dyson sphere (The satellite version) has been stopped,
It was originally intended mainly to show Union might and meant as a symbol and propaganda piece. With the fall of the Kermac this is also no longer needed.
However it is planned to expand the Eagle's Nest as a main service base for all Lyrec super ships.
As their logistic needs, repair and refit needs exceed any standard Union facilities.
