But in the case of Captain Farnsworth, the Belmac priest is not wrong. Please note that Captain Harris is a normal human being.
Captain Farnsworth was the Captain of the Devi in 4805 or 215 years from 5020.
The Devi had many captains before and a few after Captain Harris.

Captain Harris served as a Captain of the USS Devastator from 5004 to 5039
Here is what the Bemac Priest said:
To us the priest said. "I was a very young acolyte aboard one of our ships at that day and during that time, Admiral Stahl commanded the First Fleet from aboard the USS Devastator, which was commanded by a Human named Captain Farnsworth. Back then the USS Devastator was the biggest known battle ship in the Galaxy. Remember I am talking about the year 4805 in Union years.

The USS Devastator has been in Union hands since 3590, and was actually initially built and launched about a million years ago. In that time it likely has had somewhere between 40 and over 100 captains, not counting those who were acting captains as part of the Big Test (which could be between 1000-1400).
The USS Devastator could easily have had 5-10 captains in the 215 years between the time Captains Farnsworth and Harris served.
While it's pure speculation, I would guess that most of those who served as Captain of the USS Devastator after Stahl started doing the Big Test were some who passed that test with flying colors. On the other hand, it's possible that Farnsworth is one of only a handful that graduated from an academy located on the surface of a planet.

Not all officers doing the Big Test are Ensigns or Midshipmen. Stahl picked all across the ranks, even two enlisted Non commissioned officers. No not all of the CO's of the Devi did the "Big Test" some camne up the regular way, being OPS officers and XO.
Also successfully completing the Big Test did not always lead to the Command seat of the Devi and never right away.
For example Erica Olafson never commanded the USS Devasator other than during the Big Test
