Dept. Office of Citizen Assistance
The OOCA is the single most important Union service and entity. It is under the direct auspice of the Speaker of the Assembly .
Every Union community must have an OOCA. Even the smallest colony.
In very small communities it is often combined with a post office or a Union School . Bigger colonies are served by Union Libraries which always include an OOCA desk.
One of the departments of the OOCA is the Union Social Services Office. It includes all the classic social assistance previous departments and services did.
Such as financial, housing, medical and family-related issues. It issues Marriage licenses and Partner contracts. It provides civil legal services in cases of divorces, partner contract annulments, legal disputes between citizens or businesses and entities.
The U.S.S. also supervises orphan management services, emergency financial assistance and assisted housing assistance. The U.S.S. is a department of the OOCA and has internal separate departments. Unlike historical counterparts, OOCA is well funded, but recipients of any assistance must be Union Citizens or Proto Citizens (Children and Offspring of Citizens, Individuals that are in the process to become a citizen)
The U.S.S. also handles social services for Union Residents and Non Cits. However, these services are more limited and usually not free.
It operates the Non Cit Colony housing Camps .
